rtels is a lawyer.He was the Legal Officer with the Port Elizabeth Unit of the Nelson Mandela Metropolitan Municipality from 1987 until June 2004. He went through and actively participated in the legislative transition process to democratic local government in South Africa, presented legal workshops on the process and new legislation at local and provincial level and has served on a national working group of the South African Local Government Association dealing with legal and constitutional matters. For many years he was an associate member of the American Bar Association and a member of the International Bar Association. He has a BA LLB from the University of Cape Town and is a qualified Attorney, Notary Public and Conveyancer although not currently in practice. He has been part of a team giving presentations to Municipal Ward Committee members on local government law. He has a strong interest in constructive conflict resolution and crafting agreements that deliver results (http://www.endconflict.org). He was a member of the team from the Municipality of Port Elizabeth that negotiated with the World Games Committee in Monte Carlo. He has visited Costa Rica and Nicaragua to study local the legal process underpinning local government housing processes in those two countries. He has also led a workshop in Sweden on twinning arrangements between Goteborg in Sweden and Port Elizabeth in South Africa.
